Puppy Protection

Nov. 21 -- Lawmakers in Congress are considering legislation known as the Puppy Protection Act, which would put new limits on how young and how often female dogs can be bred, and would impose a "three strikes" rule to suspend breeders licenses after they have committed three violations within an 8-year period.

The Humane Society of the United States, which supports the bill, says it is needed to shut down so-called "puppy mills" that abuse dogs by overbreeding and forcing them to live in squalid conditions.
