Jan. 20, 2014 — -- intro: According to the WhiteFence Index, these cities had the highest utility costs, including electricity, phone, cable or satellite TV, high-speed Internet and natural gas, for October. If you live in the Sun Belt, chances are you're paying more for your utilities. San Francisco, New York and Boston also made the list.
