W A S H I N G T O N, Sept. 19 -- That Afghans are impatient to better their lives is obvious by the bricks, wells, windows and homes they're building in so many places.
But the path to recovery, like the road to Kandahar, depends above all on a strong sense of security. One day Afghanistan will field its own army and police force.
But until then, neither the United States nor its allies appear willing to fill in the dangerous gap. And that is difficult to understand, given the chaos here that once nurtured Osama Bin Laden's brand of terrorism.
