Tropical Storm Edouard makes landfall; will bring heavy rain to Texas, Louisiana

Tropical Storm Edouard made landfall on Tuesday afternoon and is set to bring heavy rain to southeast Texas and southwest Louisiana through Wednesday.
A storm surge of 1-to-3 feet is possible, along with winds up to 60 mph.
A tornado or two is also a possibility over parts of southwest Louisiana and southeast Texas Tuesday afternoon and evening.

But the main threat will be heavy rain through Wednesday.
Two-to-four inches of rain is expected near the Texas coast while some areas north of Houston could see up to 6-to-9 inches of rainfall.
The rain could spark flash flooding, especially in low-lying and urban areas.
