This tropical system is no longer expected to strengthen into a tropical storm by the time it comes on shore in South Carolina on Monday afternoon or evening -- but it will still bring tropical storm conditions, including heavy rain and gusty winds.

Roads are flooded at least 3 feet deep in parts of Carolina Beach. No cars or trucks are designed to safely travel in floodwater this deep. Please stay off the roads. #ncwx

Parts of South Carolina and nearly all of North Carolina are under elevated flood threats. Wilmington, North Carolina, is in the bull's-eye for the worst of the flooding.

The storm will weaken as it moves inland across the Carolinas through Monday night.
On Tuesday, scattered rain will reach the Mid-Atlantic, possibly including Washington, D.C., and Philadelphia.
The storm will dissipate Tuesday or early Wednesday.
