Coast Guard swimmer honored at SOTU after saving 165 in Texas floods

Petty Officer Scott Ruskan was on his first Coast Guard rescue mission when the 26-year-old was dropped into Texas floodwaters. He’s credited in saving over a hundred from Camp Mystic.
