NOTABLES --CLINTON ON CUBA: Hillary Clinton will deliver a speech in Miami today calling on Congress to end the trade embargo with Cuba. Given that Republicans have forcefully criticized President Obama's rapprochement, this will draw some bright lines between Clinton and GOP rivals in a major general election state with a big Cuban-American population that also happens to be Jeb Bush's and Marco Rubio's backyard. --WHAT CLINTON WILL SAY, courtesy of ABC's LIZ KREUTZ: "The Cuba embargo needs to go, once and for all. We should replace it with a smarter approach that empowers the Cuban private sector, Cuban civil society, and the Cuban-American community to spur progress and keep pressure on the regime," Clinton plans to say in her speech, according to excerpts of her remarks as prepared for delivery.
