Voters in key states grapple with severe weather

Election officials in several key states like Florida, Arizona and Utah are exercising contingency plans for extreme weather on Tuesday, in some cases asking voters to visit different polling locations to cast their ballots.

Unpredictable weather features in every election to varying degrees, and planning for those conditions is a core responsibility of state and local election officials.

"Every election official in the country has a continuity of operations plan,” said Lawrence Norden, a voting expert at the Brennan Center for Justice. “We have 50 different states with different rules and different ways to run elections and 10,000 election jurisdictions across those states. So everybody has a different plan, but everybody has a plan.”

In Florida, state election officials are encouraging voters to check the state elections website "for possible polling place changes" amid heavy flash flooding. More than a dozen polling sites in Port St. Lucie and Brevard Counties have been relocated.

In Utah, Lt. Gov. Deidre Henderson declared a state of emergency that will allow those isolated by floodwaters in that state to request and return ballots electronically, according to a statement.

In Arizona, Gov. Katie Hobbs declared a state of emergency that will "unlock critical funding and state resources for communities impacted by recent severe storms and flash flooding," according to her declaration, including $200,000 in emergency funding to help with debris removal from roads. The state’s top election official said only one polling site in Navajo County was closed Tuesday morning, and that the site is now active.

Extreme weather is hitting states across the south and Midwest on Tuesday, including Iowa, Texas, Kansas and Colorado.

Michigan Republican US Senate candidate Mike Rogers casts ballot

Michigan Republican U.S. Senate candidate Mike Rogers cast his vote Tuesday morning in the outer Detroit suburb of White Oak, Michigan, in Oakland County.

Asked how this election felt different than the Senate race in 2024, which he lost to Democratic Sen. Elissa Slotkin, Rogers answered: "This time, I'm going to win."

Rogers was asked about the Democrats’ reaction to his surprise endorsement over the weekend by Democratic Rep. Hayley Stevens, who lost the state's primary to U.S. Senate nominee Dr. Abdul El-Sayed.

"I'm disappointed in how vicious they've been. But I think that speaks to who the modern Democrat Party is," Rogers said.

He was also asked if Stevens would appear at his campaign party Tuesday night.

"We have not spoken directly about her coming to the event. She'd be absolutely welcome at the event,” Rogers responded.

One top House Democrat is 'confident' but 'ready for anything' on Election Day

Rep. Suzan DelBene (D-Wash.), the chair of the Democratic Congressional Campaign Committee tasked with retaking the House, tells ABC News she is "confident" but "ready for anything" this Election Day.

"I am confident we will take back the majority, but I am going to have my radar up," she told ABC News in a phone interview Tuesday morning.

"My mantra is 'be ready for anything' this entire cycle, and we are going to be ready today and after the election again to make sure every legal vote is counted," she said, pointing to the Trump administration's election-related lawsuits around mail-in ballots and threats made against local election officials.

DelBene said she will be watching House races in Virginia and Kentucky early in the night to see what to expect across the country and predicted that GOP redistricting efforts would hurt the Republican Party.

"I think we're going to see the impact of that backfiring in places like Texas 28 with Henry Cuellar. I also look at Ohio 9 and Marcy Kaptur, or Florida 14 with Kathy Castor or Don Davis in North Carolina [1st district]. I think that not only will this show that these efforts have backfired, but I would also say that this should be a warning to Republicans if they go down this path again in 2028."

Republican Secretary of State Brad Raffensperger reassured the public that Georgia's elections are secure and that results will come quickly.

Raffensperger said that he expects the early vote to be uploaded by 8 p.m. Tuesday.

"Quick results tonight. You know, all of you don't want to be here till three o'clock in the morning. Neither do I," Raffensperger said. "The counties understand that, and they don't want to be there till three o'clock in the morning. So be working really hard and then uploading those results at 8 p.m."

He said that roughly 1,000 early ballots that need to be rescanned in Fulton County as a precaution will not delay the election results.

"With Fulton, approximately 1,000 ballots from advance voting will be rescanned as the equipment was taken out of service as a precaution due to screen errors. But this will not delay the results in any way," Raffensperger said.

According to Raffensperger, one precinct in Mitchell County opened 10 minutes late; he said that if "they need 10 minutes late at the end of the day, they'll be adding that."

Speaking to reporters after casting her ballot, Acton expressed optimism about her chances of winning.

“The energy of folks, there's actual joy and hope out here, and watching people with one another, I almost feel like I'm watching it instead of being in the middle of it,” Acton said. “So it's a great uplifting feeling. We didn't get here overnight in Ohio. We have a lot of work ahead of us, so we're going to need that energy because I'm going to be asking more of everybody as we move forward.”

She also said Ohioans are struggling with costs and looking for someone to bring the temperature down.

Acton said she sees Ohio as a bellwether: “I do think we are ground zero for decency and compassion and integrity being on the ballot, and I am very hopeful that we'll see that continue to grow.”
