Police in Philadelphia said Monday they are looking for an individual who is accused of harassing and terrorizing people while wearing a "distinctive Chucky doll Halloween-style face mask."

The suspect allegedly harassed multiple people in the Center City area during a nearly 20-minute period last Wednesday, starting around 5:18 a.m., police said.

"During that time span, he was able to accost a good many people, most of which haven't come forward yet," Philadelphia Police Capt. Jason Smith said during a press briefing on Monday.

In one instance captured on surveillance video, Smith said the masked suspect chased a female jogger whom he allegedly asked, "Are you ready to die?" The victim ran away screaming for help, injuring her leg during the ordeal, Smith said.

So far, only the female jogger has come forward, though Smith said there are believed to be at least six people that the masked suspect was running up to and "attempting to scare or antagonize" early Wednesday morning. 

"He's targeting men and women, just whoever he appears to come across," Smith said.

Smith said police are only aware of the Wednesday morning incident, though he urged anyone else who has "been victimized by this individual" to come forward.

Once apprehended, the suspect will face charges including terroristic threats, harassment, simple assault, reckless endangerment and intimidation, Smith said.

The suspect was seen holding a cellphone in his left hand and appeared to film the interactions "for his own purposes," Smith said. Police are "scouring social media" to see if they can find any material posted online in an attempt to locate the suspect, the captain said.

The suspect was captured pulling the white mask down, exposing part of his face, Smith said. Police described the individual as a black male with a thin build, approximately 5 feet 8 inches tall and between the ages of 16 and 20.
